June 23, 2014 the company Inventra, together with general information partner of the event - the portal RusCable.Ru, at the hotel "Baltschug" held the Eighth International Conference "Plastics in the cable industry in 2014" to discuss key issues in the cable market.

Among the speakers the head of the section "The cable industry," the Chairman of the Advisory Board of the Energy Committee of the Russian State Duma, Alexander Gusev visited the event. He began his speech with a comparative analysis of the consumption of cable polymers in Russia and Europe.

In his address, he stressed that the European market in contrast to the domestic market of CAT-sufficient by producing is almost supplier of any kind of applied polymer compositions.

"If we talk specifically about the Russian market, the picture is as follows: PVC market is undergoing a major restructuring. On any domestic cable factory we are faced with names such as Western firms Borealis, Wacker, BASF, Condor Compounds, DOW. All listed companies are to produce polymeric materials and provide a solution to problems for the automotive industry, wind and solar energy, computer technology, shipbuilding, railways, cables, fire alarm. But the production of cable polymers performed the aforementioned companies in Russia lacks.

As for polyethylene compositions, a few years ago, they began to grow actively and now hold a market share of almost 30%. Crosslinked polyethylene managed to "sew" in the new GOST cable, but did not manage to make a normal GOST for the production of material in Russia. As a result, three Russian factories producing silanol-linkable polyethylene is more or less constant in terms of the volume. In the segment of cross-linking peroxide in the last year there was one case, little hope for a partial import substitution in this sector is. But the producers of basic grades of polyethylene has been actively moving towards interaction with the cable operators. However, in this sector compression occurred over the past year.

Summing these all we see that the market of cable polymers living in Russia under the dictation of imports. Because in today"s import dependence is becoming a real danger, the problem of liquidation and overcoming is an emergency!

As far as the current unfavorable starting conditions for solving this problem in integral form shows little statistical information: the cost per unit taken in the processing of hydrocarbon of raw materials in Russia resulting in a product cost 2-3 units in a hydrocarbon Canada and Australia 5-6 units in Western Europe - 10, U.S. - 13.

Obviously, there is a huge gap in development levels and the length of chains of hydrocarbon processing, and in our concrete case - lack of production of a complete range of base polymers for the cable industry.

The only radical method of solving the problem on imports is reindustrialization in their respective industries. However, this process requires a system of management decisions; very serious investment, training, and most importantly, it may take an indefinite amount of time, as evidenced by the practice of the last 20 years. Therefore, we must begin with those practical steps that do not require the above-mentioned efforts, colossal, and include the use of the same European experience.

This success became possible not only through diversified, highly developed industrial base, but also a system of active protection through the use of market standards, product certification systems.

How can this method of protection be realized in the case in Russia? First, a small example regarding the effects of Russia"s WTO accession.

Known as the most severe recession this year, a very difficult for the cable industry, suffered from manufacturers of fiber optic cables. Known as the fact that import duties on FOC under the terms of Russia"s accession to the WTO were canceled and become equal to zero, and the duty on the raw material from which the domestic factories produce FOC were saved. If appropriate raw materials produced in Russia, such decisions could be understood, but those materials not produced in Russia!

In the context of the inability to protect the market rational system of fees is a protective mechanism through a system of standards and certification. This mechanism of cable in case of polymers can be effective only to protect the Russian manufacturer multicomponent compositions. For example, if you want to use, the aforementioned multimodal polyethylene only two options: to make themselves that it is currently impossible, or import.

Thus, the object of protection with a system of standards and certification can be by far the cable PVC-PLASTIC and in case of domestic producers Nonhalogen nonflammable composition (HFFR).

In the case of PVC compounds legally GOST 5960-72 currently exists. However, this can be considered ephemeral existence, because this standard is not associated with the current standards for cables both technically and ideologically. State standards HFFR were not developed.

In such a situation it is necessary in the shortest time to develop national standards for PVC-PLASTIC and composition HFFR, meaningfully linked to current standards on the cables. And, because of the current Russian cabling standards is essentially European standards, standards for materials should be so that on the one hand, the materials on these standards would ensure the release of cable products in accordance with the cable standards, but on the other - would contain requirements, performance and methods that are not included in the European standards for materials.

Nothing has been said about the certification. But, in fact, everyone who encountered with certification in Russia will realize that serious talk about is not worth it. First you need to integrate a Russian Certification Center at least in VDE. Adequate, well-known Russian cable plants experience is available in neighboring Belarus "- Alexander Gusev drew attention in his survey report.
